Depends if the Commander delegated him the authority. On paper is better because its just the commander telling you that you arent allowed to access info. By far better.

Just out of curiosity, how can I find out if my clearance was formally or locally "suspended?" I'm pretty optimistic that I can get it reinstated, afterall, there was no "incident." Maybe I can contact my old command and get statements.
