Please explain that, I didn't investigate Navy as much as I should have.

dixie cups are the white hats sailors where usually with there dress uniforms. tehy are a naval tradition but believe me they are a pain to wear and keep clean. just a side note I found out the navy is testing new uniforms they are going to keep the dress blues but the other new uniforms look like a cross between the other branches uniforms.
