I just reinlisted as a 09s if i fail out of OCS and use my prior mos will i loose my SLRP

First, stop thinking about the possibility of failing. If you start thinking about it you greatly increase the chances of it actually happening; the term self fullfilled prophecy comes to mind. We need leaders who are confident and do not accept defeat. As for your actual question (which is a good question) I do not know but I'm sure someone here does. Best of luck and don't quit.

Great question! You shouldn't lose your Student Loan Repayment Plan if you fail OCS. While I'm sure you'll do just fine, if this does happen, you'll simply continue your previous enlistment contract with the same benefits and obligations.
