1. What WO MOS do you wish to pursue? It's unclear from your posting. One must pursue appointment in a specific WO MOS. That's why it's harder to become a WO than a commissioned officer. Feel free to apply -- if rejected it's not prejudicial against you, and the Branch Proponent will tell you what you need to do to get selected next time.
2. Yes, civilian education and experience counts for WO predetermination. We have a number of technical warrants who used their civilian lives to qualify.
