    Read the entire document twice before posting any questions on this forum.

    Please note that the acronym "IST" can also mean "inter-state transfer," which is when a Guardsman of one State changes allegiance to another State. In this MILPER message, IST means "inter-service transfer, because it discusses switching among all the military services and components.


    Key points (quoted from the text of the message):

    3D. THE IST PROGRAM REMAINS CLOSED TO O1 – O2 GRADE OFFICERS DESIRING TRANSFER INTO THE ACTIVE COMPONENT ARMY. (THIS GRADE RESTRICTION DOES NOT APPLY TO AMEDD BRANCH OFFICERS)

    6. ALL ELIGIBLE ACTIVE COMPONENT AND RESERVE COMPONENT APPLICATIONS INTO THE ARMY/ARMY RESERVE MUST CONTAIN A MINIMUM OF ONE GENERAL/FLAG OFFICER LETTER OF RECOMMENDATION FROM THEIR CURRENT MILITARY SERVICE.
    8. ALL ELIGIBLE ACTIVE/RESERVE/GUARD COMPONENT OFFICERS SEEKING IST TO ANOTHER MILITARY SERVICE MUST PROVIDE A CONDITIONAL RELEASE ALREADY APPROVED BY THEIR CURRENT SERVICE [ALL NATIONAL GUARD OFFICERS MUST HAVE APPROVAL FROM THEIR STATE ADJUTANT GENERAL (EXCEPT FOR IRR), OR THEIR DESIGNATED REPRESENTATIVE; IF DESIGNATED REPRESENTATIVE, NEED DELEGATION OF AUTHORITY ORDERS TO ACCOMPANY DD 368].
