    Underperforming Defense Department civilian employees would lose some pay raises until they shape up, under the 2012 Defense authorization bill passed by the House May 26.

    The bill, HR 1540, would prohibit employees rated "below satisfactory" from receiving the nationwide adjustment to General Schedule pay scales Congress usually approves.

    The House Armed Services Committee said in its report on the bill that about 1 percent of Defense's roughly 700,000 employees rate below satisfactory, but receive raises.

    "An incentive is necessary to entice these employees to improve their job performance," the committee said.

    The bill does not prevent poor performers from receiving GS step increases, which bring a roughly 3 percent pay raise and are awarded every one, two or three years until someone reaches a grade's top step.

    The bill would also:

    Allow Defense civilian employees to designate all of their death gratuity to an unrelated person; they currently can designate only half. Military service members already can designate their entire death gratuity to anyone, regardless of relationship. This provision will help Defense's *** and ******* employees, since the federal government does not recognize same-*** marriage.

    Grant permanent direct hire authorities to Defense laboratories to allow them to quickly hire hard-to-find employees with advanced scientific and engineering degrees.

    The committee said it is also concerned about Defense's sluggish hiring process, and said the department must further involve managers in hiring and modernize staffing systems.
