    SUBJECT: FY14 TUITION ASSISTANCE POLICY

    1. REFERENCES:
    A. AR621-5, ARMY CONTINUING EDUCATION SYSTEM, RAPID ACTION REVISION, 6 SEP 09
    B. DEPARTMENT OF DEFENSE, INSTRUCTION 1322.25 VOLUNTARY EDUCATION PROGRAMS, 15 MAR 11, INCORPORATING CHANGE 1, 6 DEC 12

    2. PURPOSE. TO ANNOUNCE FY14 TUITION ASSISTANCE (TA) POLICY.

    3. THE FOLLOWING GUIDANCE IS PROVIDED:
    A. THIS MESSAGE IS APPLICABLE TO ALL SOLDIERS, REGARDLESS OF COMPONENT, WHO APPLY FOR TA.
    B. THIS MESSAGE CLARIFIES CHANGES TO THE TA POLICY FOR THE REMAINDER OF FY14. THESE CHANGES TAKE EFFECT 1 JAN 2014.
    C. SOLDIERS WILL BE ELIGIBLE FOR TA UPON SUCCESSFULLY COMPLETING ONE YEAR OF SERVICE FOLLOWING GRADUATION FROM ADVANCED INDIVIDUAL TRAINING (AIT).
    D. SOLDIERS CAN USE TA FOR A SECOND, HIGHER-LEVEL DEGREE (POST BACHELOR'S) ONCE THEY HAVE 10 YEARS OF SERVICE, IF ANY PORTION OF THE UNDERGRADUATE DEGREE WAS FUNDED WITH TA. THERE IS NO 10 YEAR REQUIREMENT IF TA DID NOT FUND ANY PORTION OF UNDERGRADUATE WORK.
    E. SOLDIERS MAY TAKE UP TO 16 SEMESTER HOURS (SH) PER FISCAL YEAR AT THE RATE OF $250/SH EACH YEAR.
    F. SOLDIERS CAN USE TA FOR 130 SH FOR A BACHELOR'S DEGREE AND FOR 39 SH FOR A MASTER'S DEGREE.

    G. THIS LEVEL OF FUNDING PERMITS SOLDIERS TO COMPLETE ONE DEGREE AT EACH LEVEL AS PART OF AN APPROVED DEGREE PLAN.
    H. AS OTHER FULLY FUNDED PROGRAMS ARE AVAILABLE FOR FIRST PROFESSIONAL DEGREES (PHD, MD, JD), TA IS NOT DESIGNED FOR THIS PURPOSE.
    I. TO BE ELIGIBLE FOR TA, SOLDIERS MUST MEET ARMY PHYSICAL FITNESS TEST (APFT) AND HEIGHT/WEIGHT STANDARDS AND NOT HAVE A DA ADVERSE ACTION FLAG.

    4. THE PROCEDURES WILL REMAIN IN EFFECT UNTIL SUPERSEDED OR RESCINDED.

    The following message is provided to clarify use of Chapter 1606 and Chapter 1607 with TA.

    Department of Defense (DoD) policy does restrict the concurrent use of TA with certain veteran's education benefits. Specifically, TA is not allowed in conjunction with other educational benefits programs authorized under title 10, United States Code (U.S.C.), to include the Montgomery GI Bill-Selected Reserve program (Chapter 1606) or the Reserve Educational Assistance Program (Chapter 1607) for the same course. To clarify, this policy provision impacts Service members utilizing DoD educational benefits programs authorized under title 10, U.S.C., not the GI Bill programs authorized under Title 38, U.S.C., to include the Montgomery GI Bill - Active Duty program (Chapter 30) or the Post-9/11 GI Bill program (Chapter 33).

    The COAs below can help you determine the best method for you to maximize your use of Chapter 1606/1606 and TA.

    Example; Soldier takes 4 courses, 3 semester hours each and the semester lasts 4 months:

    COA 1: "Federal Tuition Assistance": Your SCHOOL will receive $3,000 (12SH X $250) -May only be used for tuition, NOT for fees, books, etc -Limited to 16 semester hours per fiscal year and $250 cap per semester hour -Paid to the school, NOT to the Soldier -Subject to availability of funds

    COA 2: "MGIB-SR, CH 1606": YOU will receive $1,468 ($367 X 4) -May be used for ANY expenses -Currently pays $367/Month up to 36 months for full time enrollment (typically 12 SHs or more) -Payment is based on your enrollment status as determined by the VA School Certifying Official (i.e. full time, 3/4 time, 1/2 time, etc) -Paid to the Soldier, NOT to the school

    COA 3: "REAP, CH 1607": YOU will receive $4,121 ($1,030 X 4) -May be used for ANY expenses -Currently pays $1,030/Month up to 36 months for full time enrollment based on 60% tier (Served at least 12 consecutive months but less than 24 months on active duty) -Payment is based on your enrollment status as determined by the VA School Certifying Official (i.e. full time, 3/4 time, 1/2 time, etc) -Paid to the Soldier, NOT to the school

    Please note, you may use BOTH FTA and Chs 1606/1607 benefits during the same semester as long as they are not for the SAME COURSE.

    Due to the complexities of this recent DoD ruling, we HIGHLY RECOMMEND you contact your Army Education Services Counselor and VA School Certifying Official (SCOs) to discuss your options and verify your MGIB entitlement and enrollment status PRIOR to making this important decision. Your counselor has additional information that may assist VA SCOs should you encounter difficulty with VA approvals.
