    So DH has been getting FLPB for Spanish and Chinese (Spanish was his PLANG - he's a 35M - and Chinese was on the A-list)

    His new leadership didn't seem to like the fact that his PLANG was Spanish when he was sent to DLI for Chinese (even though he works full time for the Guard here translating Spanish... but that's a different beef) so they've changed his PLANG back to Chinese, which means he won't be getting FLPB for Spanish anymore (since it is not on the new "A" or "B" lists)

    Well, with that change and all the other changes with the FLPB that just went into effect last year, I was wondering something...

    Chinese is now on the "B" list, which means DH would get paid at the payment "B" rate (which can be found in the AFLP regs here)

    This ALARACT says
    SOLDIERS WITH A LANGUAGE DEPENDENT MOS I.A.W. AR 11-6
    PARAGRAPH 6-4 AND ASSIGNED A CLANG OR PLANG THAT IS NOT LISTED IN
    THIS ALARACT AND ARE PROFICIENT IN THEIR CLANG/PLANG WILL BE PAID
    AT THE A-LIST LEVEL FOR THEIR CLANG OR PLANG PROVIDED THAT THE
    CLANG OR PLANG IS LISTED ON THE ALL OTHER LANGUAGE LIST (SEE
    PARAGRAPH 6).
    So... does this mean that because DH's language is on the "B" list, he gets paid at the "B" rate, but that someone who has Spanish for his/her PLANG will get paid at the "A" rate, even though their language isn't even on the list? Or does DH get the "A" rate, since Chinese is his PLANG?

    It seems a little backwards that people who have a PLANG that is actually on a payment list would get less FLPB than someone who has a PLANG that isn't even on the list.

    Any thoughts?

    I don't see the problem. His command changed his CLANG from QB to CM: this happens all the time.

    (7) Soldiers will be paid depending on which payment list the language is listed, except for those languages
    identified as dominant languages for which no entitlement will be paid. Exceptions are listed as follows:
    (a) Soldiers in a language dependent MOS/specialty or career management file (CMF) (for FLPB purposes only)
    (indicated below) will be paid at the payment list A rate for their CLANG/primary language. Soldiers must be
    proficient in the CLANG/primary language to be eligible for FLPB in subsequent languages.
    (b) Soldiers assigned to a language-coded billet, designated with a specific language, will be paid FLPB depending
    on which payment list the language is listed to include languages designated as dominant. If the language is not listed
    on payment lists A, B, or C, then FLPB is paid at the payment list C rate.
