    Commander passed me on eps roster for my promotion to e6. Can he do this??? I have NO flags, no article 15, or counseling statement. He simply said he felt like i was not ready. Do i have a viable IG complaint.

    At least in NJ, the CDR doesn't have too much of a say in the promotion of an E-6. It's done by a points system across the entire state.

    Note: I don't know what an EPS roster is.

      Eps is s pt system just like u r speaking of. They promoted a guy from outside of my unit to e6 at drill this weekend. I was five people ahead of him on pts list.

        Your commander does have the ability to keep you off the promotion list, but he must counsel you as to why he is doing it. They commander though, doesn't get to choose who gets selected off the promotion roster...there is probably more to the story that either A. you don't know, or B. your're not telling.

            There was an incident were i wrote a sworn statement; i was trying to take the blame for one of my soliders. I never received a counseling statement or ucmj action. Can he hold me back for this. I prefer not to go into to much detail about incident. Just kno i kept my rank and there is no paperwork

              the commander may deny promotion if he doesn't feel you're ready for promotion.

              Para 7-33
              "Denial may be based on misconduct, insufficient experience and knowledge in personal and professional qualities and qualifications, or lack of
              potential to serve at the higher grade"

                Just like that....no paperwork to prove his opinion or approval from higher in the chain. I dont get to plead my case to anyone? I have been e5 for 8 yrs and never had negative pc of paperwork in my file!!! And i get no official paperwork, no warning,.....NO OPTIONS. My commander of 1yr might i add, who really doesnt kno me, is god almighty....

                  Well, he does have to give you a counseling statement as to why he is doing it and it has to be approved by the first LTC in your chain of command.

                    Never received a counseling statement and not sure if was approved by LTC. Does the counseling statement have to come b4 or after im passed up on promotion? I dont get the right to plede my case?? Do u think i have a legit IG complaint

                      I think there is more to this than we know...possibly more than you know too.

                      But if you aren't getting a good enough explanation from your unit, then it may possibly call for an IG complaint. That doesn't mean that you'll get the results you want, it just may give more clarity to the situation.

                            The Commander is going to base his decision on your leadership. This is not solely one person's decision. You made a remark about the promotion system and for the last 8 years; promotion standards have become laxed in regards to the NCO Corps. If you were regular Army and had to appear before a board and you were denied; then what would be your feelings if your immediate leadership recommended you for the board?

                            The E5/E6 promotion boards have become very strict in which 1SGs and CSM are not recommending a soldier based on simple military knowledge, situation responses and his/her chain's recommendation. Total concept (tactical and technical) is now becoming the main focus. I have seen many specialists and sergeants downrange not recommended to the next grade because senior NCOs felt they did not possess what was needed for the next higher grade. Usually promotion boards downrange are much easier than garrison and it was a given/formality to get recommended.

                            In the NG for your grade, it is based on what is on paper. Your leadership who best knows you felt that was not the case. Just because you on top of the merit list means you are going to be the promoted.

                              What were the details? When did it happen? If this was a formal investigation, you would be flagged pending the outcome.
