. I am interested in the ROTC SMP program. I was previous in the air force and was medically discharge with an reentry code of 2q. I got a waiver and now in the montana army national guard. im i eligibile for rotc?

ROTC has their own accessioning authority, so I can't state with clarity that you'd be medically eligible. Speak with the ROTC enrollment officer, and you'll quickly figure it out. If you're currently in service, I'm highly confident that you're medically eligible for ROTC. Apply for a three year ARNG scholarship as well.

should i get an copy of my waiver to include with my packet and my meps physically as well? On my meps physical i recieve all ones!

Sir,
I interested in flying apache helicopter as an active duty officer. I am a double major in electrical and mechanical engineering. Will my degrees help me in attain that branch, also what is the age limit?

Whatever waiver you get for the Guard will be nice, but not compelling for ROTC. They'll run their own physical and their own waiver process. Sometimes you need a waiver for one but not the other, and sometimes you get rejected by one and not the other.

As a rule, whatever paper the Army generates with you name on it, you want a copy.

Your major will help, but it's not a compelling factor. Aviation branch wants you in flight training prior to your 28th birthday. Since your're prior Air Force, I bet you're reaching that age about now. The Guard will entertain age waivers for flight training that the active component doesn't. If aviation is important to you, you will have a far better chance statistically with the Guard than with the active component.
