transfer from Navy Reserve

i'm trying to transition from the Navy Reserve to the Guard. i'm currently an E-5 and was told that i would be able to keep my rank (conditional upon completing WTC and MOS training). i've signed a contract (stating that i'd be coming in as an E-5) and been sworn in. however, the folks at SIDPERS are saying that i haven't provided adequate proof that i am in fact an E-5. i have sent a copy of my frocking letter and a copy of my LES clearly showing me as E-5. they say it's not good enough and keep asking for an advancement order. unfortunately the Navy issues no such orders. i've been battling this issue for a couple of weeks now and am making no headway. if anyone has any input i sure would appreciate it.
