Well, I have read a lot about eyesite waivers and age waivers, what about a waiver for not meeting the hearing requirement?

A waiver is a judgment call. There is no charge to you to apply, so unless you're deaf, I recommend that you go for it. You may also wish to investigate other opportunities for service in the Guard, as a backup.
