If I believe my recruiter is not getting the job done. Can I switch to another one or will that interfere with policies

I wouldn't think it would be an issue to switch, but I don't have an "official" answer.
I do have personal experience though. I hope this isn't becoming the norm with possible recruits. I went to the local recruiter, and had no luck with him whatsoever. I left feeling very defeated and discouraged. At my college, there was a business card to the college recruiter in the area. I tried him and got immediate email and telephone response, saying he would be more than happy to help me out. It's now been over a month and have had little to no response from him. I even tried helping him along in the process by sending a long email answering questions I remembered the initial recruiter asking me. That was a month ago, so I emailed again....asked if we could set up a time to meet this week. He said yes, he would get ahold of me...it's now 11pm Thursday - the week is basically over and I've had no reply from him.
I keep hearing stories from people either being blown off or jerked around by the recruiters. It's very troubling to see this happening. You would think they'd be hot after every person who is expressing interest in joining. I know I've had zero luck and I'm starting to have a bad taste in my mouth regarding the enlistment process. I'd sign up today if my recruiter would just meet with me and go over my options. I'm almost ready to give up due to frustration.

Try to get the phone number for the office manager (NCOIC) for your area. Let him/her know that you're very interested in joining but don't feel comfortable with your current recruiter and ask him to assign you another. You will be able to work with a different recruiter once the NCOIC approves it.

Well my recruiter finally came around and knocked it out of the park. He spent hours at my home and answered all my questions and my wife’s questions. I swear by the time he was done I would have sworn in right there on my couch.
