Hi, I am wondering if it is possible to do the "high school to flight school" program in the Ohio Army National Guard.
I have heard that the rules can vary from state to state, but some states require that you be an E-5 before you can apply.
If anyone has any knowledge of this program in the ARNG I would appreciate it.

There is no Option to go from HS to Flight School. You have to be at least 18 yrs old to apply for the WOC Program to apply for flight training.

It can be a little more complicated than that, because of the needs of each state. Obviously if your state has plenty of pilots, you won't have as many options (although pretty much every state needs a few new pilots every year to keep the force full, since the training pipeline is so long).
I may be able to give you some personalized guidance (e.g., names and numbers of the key personnel in your state, the locations of flying units in your state and neighboring states, and perhaps a second option you may not have considered).
