I will be leaving for college in NM (Fresh.) in August '07, and will be majoring in Politics and Secondary Education. I plan on then going to law school after I graduate. However, I would very much like to join the Guard, but am wondering on when would be the better time to do so, in college, or after law school? I am interested in a career in military intelligence or JAG. Any thoughts would greatly help!

I recommend joining the Guard early. You can use Federal Tuition Assistance for college and for law school. In your case, I recommend a traditional enlistment in college, and then do ROTC in law school. The Guard has two year scholarships available for graduate/professional schools, which have no cap on tuition charges.
Please feel free to contact me directly to discuss this plan. I'd like to get you and your parents on a conference call to talk all this through, so everyone understands what's going on. Email or message me directly, and we'll set up a time.

Are those scholarship programs available to someone coming into the through OCS, or are they something that is only to prior enlisted?

No prior service required. OCS and ROTC are two different paths to the same goal -- officer commission.
