I want to get into the Guard as a WO and fly, but I have not been able to determine yet if I have to enlist first, or if I can put a WOFT packet in as a civilian. Help!

You can put in your flight packet as a civilian but it looks better if you are already in the military. It also depends on how bad your state needs pilots i was in the Air Force with 2 years left on my contract when i borded and now im at FT Rucker in IERW so anythings possible if you try hard enough

WOFT is not an elistment option for the guard. If you want to do active you can take that route.

This is a tricky procedure, so ask your Recruiter to get the state's Officer Strength Manager or Command Chief Warrant Officer involved.
