Is the army switching the M16 to the M4, Or is it your choice.

That will be unit dependant. Stateside you may see M16's in the inventory, but for the most part the M4 is in wide distribution.

To tell you the truth, for the current mission, the M4's are waaaaayyyyy better.

Is it the soldiers choice, on the sights, gernade luancher, and stocks etc.
Wheather he or she wants all that on or not.

If you are being issued an M4 than you will have a collapsible stock that is standard but if you have a M16 you most likely have a normal stock. Your unit will provide what ever sights you will be using. You are picked to carry whatever weapon by your command you do not get to pick.

The M-4 is good for Close Quarters Combat because of is smaller overall size, but the M-16A2 is more accurate at longer ranges because of its longer barrel. I think you'll see both weapons being used for some.
