Unlike the Gi Bill and other education programs the SLRP is not an entitlement but part of the enlistment incentive program. As such, the basic eligibility requires you to have enlisted at a time when it was offered and it also needs to be part of your enlistment contract (if it's not there then you're no eligible to receive it at the moment).

Prior service applicants and current ARNG soldiers with existing loans can enlist or extend for a term of service of no less than three years in order to establish SLRP eligibility. I don't know what the length of your initial enlistment was but if you're close to ETS, and the SLRP wasn't part of your enlistment contract, an extension would be the only way to become eligible for this incentive.
