Scenario:
Joe Snuffy is in the ING in home state. Snuffy gets accepted to school out of state (1,000 plus miles away) and has intentions of participating in SMP program. The state that the school is in has no slots for an IST in his enlisted status, therefore cannot get into the new state as an enlisted soldier to susequently contract as a SMP Cadet, however as a Cadet obviously slots would not be an issue. The best course of action for Snuffy would be........
