Scenario:

Joe Snuffy is in the ING in home state. Snuffy gets accepted to school out of state (1,000 plus miles away) and has intentions of participating in SMP program. The state that the school is in has no slots for an IST in his enlisted status, therefore cannot get into the new state as an enlisted soldier to susequently contract as a SMP Cadet, however as a Cadet obviously slots would not be an issue. The best course of action for Snuffy would be........

Are you positive you can IST as a Cadet? Someone in R&R please confirm.

There's no legal or regulatory prohibition -- HOWEVER -- as with any SMP issue, one must consider both the Guard and ROTC's perspectives. The Guard will IST you. Whether ROTC will transfer your cadetship from one school to another is an entirely different matter. Some cadets get themselves into a twist because they only deal with one half of the equation, and do not consider the other half.
