I don't know anything about the ROTC. If anyone has any information, I would appreciate it.
What is ROTC?
If interested, how do you get involved in it?
What do you do in ROTC?
What are the requirements/limitations?

ROTC is the Army's largest training program for commissioned officers. One must be a full-time student at a college or university offering ROTC. The link above will answer your questions in detail.

I have a bussinne4s degre from my country and also i have my qualificartions, could i go st4raigth to the ocs with this document or i need to be an smp first if i am taking the rotc class ion my college

In the information, it says that selected people can go into the National Guard afterward. Is it hard to be one of those people chosen?

Major, I have been debating about taking the American University online course for a Bs in Political Science. Is this paid for by the military (National Guard)? If not how much is not paid % wise and how long of a contract would I have to sign to get this paid for. Thank You sir.

You cannot enlist unless you are a legal permanent resident ("Green Card" holder), and cannot be an officer unless you have a degree from an accredited college. There are other issues as well, best handled in person. Speak with your ROTC enrollment officer, or ARNG recruiter (call 1800-Go-Guard).

You can lock yourself in to National Guard service after commissioning by earning an ARNG ROTC scholarship (two or three year awards). If you have a different ROTC scholarship, you can convert that to a Guard scholarship. If you aren't on ROTC scholarship for whatever reason, you can get a Guaranteed Reserve Forces Duty (GRFD) control number.
In addition, work with your state's OSM to get a unit assignment letter for your accessions packet. This will ensure that you get National Guard duty.
Speak with your ROTC administrator, as well as your state's OSM today.
