1. What WO MOS do you wish to pursue? It's unclear from your posting. One must pursue appointment in a specific WO MOS. That's why it's harder to become a WO than a commissioned officer. Feel free to apply -- if rejected it's not prejudicial against you, and the Branch Proponent will tell you what you need to do to get selected next time.
2. Yes, civilian education and experience counts for WO predetermination. We have a number of technical warrants who used their civilian lives to qualify.

You can qualify for MOSs with experience in the job field, its called our CASP program or short for civilian aquired skills program

MOS pursuit areas include

915A Unit Maint. (this would be dependant on translation and acceptance of Civilian aquired skill and experience)

or

250n network, 254a Signal ( combination of military and civilian)

My immediate areas of interest are:
915A Unit maint or 254a Signal system Suppport

How can one find available positions that are open or forcasted to be open?
After reviewing the WOCS packet, I notice that there is a Unit letter of acceptance enclosure. I gather that this will require some sort of sensing interviews (IAW unit policy) and or research into any available posistions. Are my assumptions correct?

Your state's Officer Strength Manager or Command Chief Warrant Officer will work with you on this.
