There is a very good chance that I will be transfered within the next year to a different state. If I reenlist and this becomes a realty, what is the Guard's policy regarding this issue?
Thanks,

I am not in the Guard yet but it's my understanding that it's no problem. You would find a unit that had the MOS you are and join it in the new state. For instance, if you're 11B you would find the closest Infantry unit to your new location.

What if the state that you moved to had no available MOS for a period of time?

They would either put you in as "extra" or you wouldn't be MOS q'd. That all depends on what you mean by not having a MOS.

If any of the units in the area do not have any available billets, do they have to accept you into their unit?

Units are authorized to go 25% above their required strength. There's a place for you in your new state, don't worry.
