I wanted some more information about this program. Do I have to sign up for this when I join the military or can I do it after I finish my first two years of college first?

From what the webpage said yes.
Then you are working with the medical recruiter for three yrs. while you are going to school.
So you are getting Bah (housing) Paid to go to school full time .
This is a GOOD DEAL!!! I would hop on this

One thing the website doesn't address clearly is that the ASR program is for up to 3 years so what happens when you finish med school and need to fulfill your residency requirement?
If you apply to a military medical hospital such as Walter Reed to fulfill your residency, are you able to stay on Active Duty Status while you are in residency? Is preference given to military doctors for residency selections?

There are recruiters in your states that specifically recruit for these programs.
To my knowledge no one on the forums here works these programs directly. I would suggest calling your local Medical Recruiter.

I am actually in ASR. Sorry for not replying to this sooner, but I don't look at this section of the site much.
AlexN: You can sign up for this program while already in the Guard, but if you sign up for any special programs that add to your obligation, they must be paid off before you can start paying off your obligations for ASR.
Recruiter yosis: You are correct. You receive a full time Army Officer's pay and benefits while in medical school. This includes pay, BAH, BAH and all the benefits of a full-time officer. You can receive this for up to three years.
Polo08816: When you sign up for the program, you owe your standard 8 year MSO, of which 6 years must be drilling. You pay off 3 of these years while in medical school. You are primarily a full-time medical student and are asked to drill as available a minimum of 4x/year. When you graduate medical school, you are promoted to Captain (O3) and go to residency, you continue this schedule, but no longer receive full time pay. Instead you receive standard drill pay. When you graduate residency, you are a standard drilling Guardsman, likely with 0 or 1 year remaining on your drilling requirement.
CPT Burritt: You are correct, sir. Anyone interested in this program would be wise to jump on it ASAP. There are only 200 slots per year, and they're awarded first come, first serve. It's not competitive in the sense of their looking for great minds, only great timing.
Also, the program is slated for 3 years of 200/year. This fiscal year there are a couple dozen seats left starting in 1 JUL. Then there is only one remaining year in the program. How long the program will continue is also probably dependent on whether or not the military sees budget cuts, so it's wise to jump on things like these.
I have the name of several AMEDD recruiters from around the States and one who is National who is a superstar. Feel free to PM me and I'll forward on any info I can. Please let me know which state you're applying from.
