I heard that the army only pays 100% of your college tuition only if you go to school in state. Is that true? If you go out of state will they pay most of your tuition? If you do split opps will they still pay or do you have to complete AIT?

The army will pay a set amount of your tuition through Tuition Assistance, regardess of where you go to school (as long as the school is accredited). Your state may have other benefits, such as free tuition, if you are currently serving in their National Guard. So, it varies from state to state.

Yeah, It varies by state. But I don't think going in state or our of state really matters. Because I'm going to College out of state and the NG is still paying 100% of my tuition. :)

The army's Tuition Assistance program will pay up to $250 per semester hour, with a cap of $4500 per year. If that covers your entire tuition, then you're good to go - it doesn't matter if you are in-state or out of state.
Seperate from that, your state may provide additional benefits, such as tuition waivers at state schools. My state (California) doesn't do that at the moment, but other states do.
In addition to these, there is also the Montgomery GI Bill - Selected Reserve, which will pay around $950/month (I believe). Check with your recruiter to see how to qualify for this.
